Problems installing Microsoft Visual C++ 2015-2019 Redistributable (X64)

I have downloaded the current Redistributable version 14.26.28720 and when I try to install it the install fails.

Microsoft Visual C++ 2019 Minimum Runtime - 14.26.28720

This pops up.

The feature you are trying to use is on a network resource that is unavailable

Click OK to try again, or enter an alternate path t a folder containing the installation package 'vc_runtimeMinimum_x64.msi' in the box below.

There is a Browse button and the use source shows this information.

C:\ProgramData\Package Cache\{3ECD99CB-EDAF-45DA-AD9C-2C4875F375FB}v14.16.27012\packages\vcRuntimeMinimum_amd64\

When I click ok it pops up with:

The Path C:\ProgramData\Package Cache\{3ECD99CB-EDAF-45DA-AD9C-2C4875F375FB}v14.16.27012\packages\vcRuntimeMinimum_amd64\vc_rntimeMinimum_x64.msi' cannot be found.   Verify tha tyou have access to this location and try again, or try to find the installation package ' in a folder from which you can install the product Microsoft Visual C++ 2017 X64 Minumum runtime - 14.16.27012

Why is this failing and how do I fix it?

Before you can install the latest C++ redistributables, on of the current redistributables installed needs to be updated. This requires the original source installer, which was formally at the missing path the installer is referencing above. To correct this, grab the 2017 C++ from here Save it where you want. Run the Microsoft Visual C++ 2019 you were trying to install earlier and when you get the popup, point it the 2017 file you just downloaded.

Alternatively, you can delete the reference to the 2017 C++ redistributable. To do this:
Run regedit.exe as administrator
Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Installer\Products
Perform a search for the string {3ECD99CB-EDAF-45DA-AD9C-2C4875F375FB}
You should find the path being referenced in one of the subkeys (see attached example)
Delete the key {3ECD99CB-EDAF-45DA-AD9C-2C4875F375FB}.
