Hello,
Thank you for reaching out to the Microsoft Community and I'll be glad to assist you today.
I understand the verification code is not being received on your security e-mail address.
1. Did you check your junk or spam e-mail folders to see if the code is being received there?
2. Do you have any other verification methods, such as phone numbers or Microsoft authenticator to verify your identity?
3. Are you able to receive the verification code if you sign in with your Microsoft account online on a different device? This will help us determine whether the issue is with the device or the account.
Recently, several users have experienced issues with the verification code not being sent to their alternate email address to reset their PIN on the Sign-in screen. It's important to note that verification codes and account-related issues are beyond our control, and we can only provide information about them.
If you can access your Microsoft account online, please try creating a Recovery Code. This is a 25-character alphanumeric code you can use to verify your identity if the alternate verification method does not work. For instructions on how to create a Recovery Code for your account, visit the following link:

Once you have created the Recovery Code, go to the Windows Hello Sign-in screen. Click on 'I forgot my PIN.' On the 'Verify your identity' screen, select 'Show more verification methods' and then click on 'I don't have any of these.'
In the 'Do you have a recovery code?' section, enter the 25-character recovery code you created to reset your PIN.

If you are still experiencing issues, please try restarting your PC a couple of times and try resetting your PIN to see if the verification code is being received there. If that does not work, you can follow the guidelines provided in the article below "PIN Isn't available" and see if it helps.
