Photoshop and Snagit Stopped working after Windows 1903 Update

Have re-installed Photoshop CS6 and Snagit several times - didn't resolve the problem. Downloaded Techsmith's Jing, still wouldn't work. Please help.

Also, Jing is a free tool but it also doesn't work so I think there must something in the recent update that caused these apps to stop working. I also tried installing the Affinity trial version, still doesn't launch.

One or the other workaround might help until MS or Adobe deploys a fix. I'm using a German Windows, so I'll try to translate the commands

Workaround 1: Right click on Photoshop icon, go to Properties, go to Compatibility tab. There's a Compatibility Mode. You could try Windows 8 or Windows 7.

Workaround 2: Other users in Adobe Forums reported some issue that could be mitigated by disabling Adobe Fonts in Creative Cloud preferences.
