Phone Call

I received a Voicemail from 916-888-9663 saying "We are calling you from Microsoft Windows refund department in regards to refund your money. If you remember you have a contract with us for your computer support and services. We are closing down our business due to some technical issues and cancellation of our visa merchant ware.  So to get your refund call 916-888-9663." 

Is this legitimate?

No, that's not legitimate.

That's a scam.

Microsoft will never call you out of the blue.

Only if you have previously contacted the official Microsoft Support, they might call you.

This is a scam.  Do not call that number.

See, for example,  http://nomorobo.com/lookup/916-888-9663 (this site will pop up an advertisement for Nomorobo (a robocall blocking service), but you can just close that popup by clicking the X in the upper right corner).
