From your description, it seems that the "Action Center" in the lower right corner of the desktop has disappeared, right?
I have several suggestions for you to try:
The simplest suggestion is to try updating your system (if you do receive new updates).
If this does not work, try fixing it with the command prompt code:
Search for "Command Prompt" in the taskbar and run it as an administrator.
Type the following commands. Press Enter key after each command:
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
3. Wait for the command to complete, restart your device, and confirm that the Action Center is now back to normal.
If the fix command has no effect either, I recommend that you temporarily disable the Action Center by changing the registry and then enable it again.
1.Search for Registry Editor in the taskbar and open it. Find the following path:
HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Windows\Explorer
2.Next, you’re going to create a new value inside the Explorer key. Right-click the Explorer folder icon and choose New > DWORD (32-bit) Value. Name the new value “DisableNotificationCenter.”
3.Now, you’re going to modify that value. Double-click the new DisableNotificationCenter value and set the value to 0 in the “Value data” box. Click OK, exit Registry Editor, and restart your computer.
4.Reopen the registry editor and locate this path, changing "Value data" to 1, then click OK, exit Registry Editor, and restart your computer. Please check whether the Action cneter is normal.
