PC stuck in blue screen, no way to get out or into safemode.

My PC has been having some problems for a while. It's about 3 years old, and here are its specs:

AMD Ryzen 7 2700X CPU

MSI B450 TOMAHAWK ATX AM4 Motherboard

G.Skill Aegis 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory

Western Digital Caviar Blue 1 TB 3.5" 7200 RPM Internal Hard Drive and Samsung 860 Evo 1 TB 2.5" Solid State Drive

PowerColor AMD RX 580 8GB Graphics card

Windows 10

Context:

For the past year or so, my computer has been randomly crashing, (pretty sure it's my graphics card that crashes), usually during when I'm playing video games. I've assumed this is due to the graphics card and have been in the market for a new one for a minute. However, the crashing has gotten worse and more frequent, especially in the last week. The other day I decided to do a system restore to a month back, except something went wrong; the restore seemed never to end. After about 75 minutes, I decided to shut down the computer and get back into Windows. This was a mistake and has obviously caused some sort of damage. I updated to my latest drivers for everything, and the newest windows version (some version that was so new it didn't auto update). The PC kept crashing, I was basically unable to play anything for more than 20 minutes. Finally at one point it went into the blue screen of death last night.

Current problem:

It's been stuck there in the BSOD, and I've been unable to get out despite doing everything I can in automatic repair > advanced options. When I try to reset the PC, it says it's unable to. I am not able to do a system restore because I haven't enabled "system protection on this drive." Whenever I try to get into safe mode, It crashes with the error THREAD_EXCEPTION_NOT_HANDLED and specifies "SystemELAM" as the problem. This code I assume relates to my Norton antivirus. So then when I tried to restart with anti-virus setup disabled on startup, it gave me the same error code, this time blaming fltmgr.sys.

What can I do? With no way to get out of the blue screen, do I have to get a new PC? What parts from my old PC are salvagable?

I understand the issue you have, there is nothing to worry I am here to help since you have done all the basic troubleshooting steps, in this case, we need to run a custom installation to fix the issue, however, the process will delete all apps but will retain all files on the PC, if you are okay with that, you may follow the steps provided below:

We need another PC and a USB drive (At least 8GB and make sure there are no files inside as it will reformat the USB) once you have that kindly follow the steps:

Step 1: Create Windows 10 installation Media

Go to this link: https://www.microsoft.com/en-us/software-downlo...

Scroll down and click "Download Tool Now" then run the Media creation tool (the downloaded file)

If you agree to the license terms, select Accept.

On What do you want to do? page, select Create installation media for another PC and then choose Next.

Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. This table will help you decide which edition of Windows 10 you’ll choose:

On Select which media you want to use click USB and save it to your USB drive.


Step 2: Do the custom installation

Once you have done creating bootable media, kindly follow the steps from number 3 to last from this link:
