parental controls not working

We have four accounts on our PC and I can use parental controls on two other accounts but not on the thrid childs account every time I try to use parental controls it tells me to see the administrator, I am the administrator but don't know what to do. Please help. Urgently needed to enforce studying for exams! Thanks

Does the account you are trying to use Parental Controls on have Administrator rights? If so you cannot use Parental Controls on that account.

The account is a standard one, I am the only one with administrator rights using the PC and all accounts are password protected. We have vista basic package and have McAffee protaction.

I would like to suggest two things.

(1)  A Repair on that users Profile and if that doesn't work (2) create a new profile for that user (child)

Went to the web site and followed instructions twice with the same result. See help from system administrator, getting well frustrated i also have a guest account.this is swithed off as suggested by microsoft

If following the instructions in the link I provided did not resolve your issue, did you create another user account and try setting Parental Controls on it as I had suggested?

I can apply restrictions throw McAffee but not through Vista which is the problem. Means he can log on and use MSN and play games anytime.

I am starting to believe that McAfee may be the issue here.  Try uninstalling the Parental controls in McAfee.
Go to the Control Panel - Programs - Uninstall a Program and click the McAfee Security Center item. A menu will appear, select Privacy Service for removal.

Using Third Party Software, including hardware drivers can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the use of Third Party Software can be solved. Using Third Party Software is at your own risk.

Definately not McAfee had this problem before McAfee was installed.
