Does the account you are trying to use Parental Controls on have Administrator rights? If so you cannot use Parental Controls on that account.

I would like to suggest two things.
(1) A Repair on that users Profile and if that doesn't work (2) create a new profile for that user (child)

If following the instructions in the link I provided did not resolve your issue, did you create another user account and try setting Parental Controls on it as I had suggested?

I am starting to believe that McAfee may be the issue here. Try uninstalling the Parental controls in McAfee.
Go to the Control Panel - Programs - Uninstall a Program and click the McAfee Security Center item. A menu will appear, select Privacy Service for removal.
Using Third Party Software, including hardware drivers can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the use of Third Party Software can be solved. Using Third Party Software is at your own risk.
