Only some of my Sticky Notes will open on start-up

After a recent update I had to recover all but one of my Sticky Notes form the 'list of notes' (approximate translation; my operating language is German). Since then only some of them will re-open upon starting up my PC in the morning and I have to once more recover the rest from the 'list of notes'. This includes having to resize them, as each missing one takes up about half of my screen when re-opened. Further, the app's icon on the task bar has an orange hue to it until I've clicked every Sticky Note once. I really don't fancy starting all of my workdays with those two annoyances from now on.

Option 1:

Open Start > Settings > Apps > Apps & features
Scroll down to Sticky Notes
Select it
Click Advanced options
Click Terminate

Restart

Check the Store for updates

Option 2:

Open Start > Settings > Apps > Apps & features
Scroll down to Sticky Notes
Select it
Click Advanced options
Click Reset

Restart

Check the Store for updates

Option 3:

Open Start > Settings > Apps > Apps & features
Scroll down to Sticky Notes
Select it
Click Advanced options
Click Uninstall

Restart

Check the Store for updates

Download then reinstall Sticky Notes from:

Get Microsoft Sticky Notes - Microsoft Store
https://www.microsoft.com/en-us/p/microsoft-sti...

If that does not work, please open Sticky Notes, right click it on the Taskbar
Click Settings
Scroll down
Click Sync now

Please note, you might have to 24 to 36 hours to see any changes.

All my Notes are gone now after resetting the app. Despite it saying it would not affect my data. I had a back up by way of No.5 on here https://www.guidingtech.com/recover-deleted-sticky-notes-windows-10/ but that did nothing to restore them.

Resetting the app deleted all of my Notes from the 'list of notes'.

If that does not work, please open Sticky Notes, right click it on the Taskbar
Click Settings
Scroll down
Click Sync now

This did nothing. And I have my doubts that there's even anything in the Cloud, as I've created this Microsoft account literally yesterday to deal with these issues.

I tried replacing the new plum.sqlite file located here

%LocalAppData%\Packages\Microsoft.MicrosoftStickyNotes_8wekyb3d8bbwe\LocalState

with my last back up. Which should have worked according to this site https://www.guidingtech.com/recover-deleted-sticky-notes-windows-10/ 

But that did nothing.

Currently trying to load a system back up from June from an external HD in hopes that that might fix things, but system recovery does not acknowledge its existence.

I would also try performing a system restore before this problem started.

Press Windows key + R
Type: rstrui.exe
Hit Enter

This will start the system restore wizard. Choose a restore point before the problem started.

That is the method I tried earlier today, but there's only one option there. From July 20th which I was hoping would work, but didn't. I have another one from the June 4th on my external HD, but I can't seem to make this machine realize that one exists.

It looks like your best option at this point is to restore the system image backup. If you sign into a Microsoft Account though, on newer versions, it really should be synced. I have that option here on Windows 10 1903:

I had no Microsoft account before yesterday, because that's when I created it to seek help for my original, much less devastating issue. Because this  no access unless logged in duckery is something I do not appreciate. And since I wasn't logged in when I per your advice reset the app, my best guess is all my Notes are gone forever and I'm in for the most intense brainstorm of my life, trying to remember the contents of all of my Notes.
