.NET Framework is supposedly already installed but applications tell me I need to install it

When I try to open certain apps on my computer (such as Discord), I get the following error message:

After clicking 'Yes', I am taken to a download page for .NET Framework 4.8. I download the installer, and after giving the program permission to "make changes to your [my] device", I get this error message:

So my computer is essentially claiming that .NET Framework is installed despite Discord telling me otherwise. I have searched the Internet for solutions and tried many of them, and none of them have worked. I even erased all of my Discord data and nothing changed. I need to use Discord any time that I want to play video games with my friends, and I'm completely locked out because of this issue. Please help me if you know how to fix this.

I did download that, and I ran it, and it didn't solve my problem.

What's the 4-digit version number? Ex:1909

You are using an outdated version of windows which may causing issues. You can update your device from the following methods.

Method 1 - Open your Windows Update settings (Settings > Update & Security > Windows Update) and select Check for updates. If the update appears, you can simply select Download and install to get started.

Method 2 - Use this link and click check for updates. https://support.microsoft.com/en-us/windows/upd...

Method 3 - Use the following link and click Update now. https://www.microsoft.com/en-us/software-downlo...

I suggest you use the 3rd step as it will download a small software and when you run it, it will automatically install the latest updates.
