.NET Framework 3.5 (Includes .NET 2.0 and 3.0 ) not installing (error: 0x80004005)

so i have an app (Spark 4) for gta 4 that i need to open. when i click the app, it says this app needs this feature:

When i click install this happens: 

 i tried the offline installer but it doesnt work. please help.


I have also tried the control panel: turn windows features on and off, but when i click .NET Framework 3.5, and i click ok, it just says that not all features are changed like this:

Can someone please help me with this error?

Try the DISM method mentioned here to enable .NET Framework 3.5 on your system.

Kindly try these steps below & see if fixes your issue.
1. Reboot your PC to Safe Mode with Networking.

2. Search & open Control Panel > click Programs and Features > in the left pane, click "Turn Windows features on or off" > ensure to check the ".NET Framework 3.5 (includes .NET 2.0 and 3.0)" checkbox > click OK. Once done, reboot your PC & install your app.

it didnt work, when i went to safe mode with netoworking, It doesnt have wifi. I tried to enable the windows feature turn or off thingy but still the same error, didnt work

do u have other solutions??
