For anyone who must use XP, despite the fact that it hasn't been supported by Microsoft since April 2014 and is therefore increasingly vulnerable to malware.
You don't need Service Pack 1 or 1a.
If your version of XP has no service packs, you can install SP 2 and then SP 3.
If your version of XP has SP 1, SP 1a, or SP 2, you can install SP 3.
Once you have SP 3, all of the post-SP 3 updates issued up to April 8, 2014, should be available through Windows Update, although this could change. Alternatively, see

Several weeks ago, Microsoft pulled the old links for XP SP 2 and XP SP 3. However, at least as of today, these are available through the Microsoft Update Catalog:
http://catalog.update.microsoft.com/v7/site/Home.aspx
If you use "XP Service Pack" (without quotes) as your search term, you will find:
- Windows XP Service Pack 3 (KB936929) 316.4 MB
- Windows XP Service Pack 2 266.0 MB
Unless you have Windows XP Professional x64 Edition, these are the files you need. If you do have this rather rare version of XP, there is a SP 2 available. There never was an SP 3 for this version of Windows.
If your PC is an HP Pavilion, Presario or Media Center and has an AMD processor, you need to install this patch
before installing SP3 -->
