What is your Windows version and build?
To know - Windows Key+R > Type winver and press Enter
Check whether Disk Cleanup has been run either you or by Task scheduler. There was a bug where Disk Cleanup has got Downloads folder checked by default which was corrected in later builds. I suspect you are on an earlier build.

Hi Lilly,
From the little info in your Q I must assume that you are using the Edge browser to download files from the Internet, is this correct?
If you are using Edge select/click on the ",,," (hamburger) icon at the top right of the address bar, this opens a dropdown menu. Then, choose Settings and scroll down to the "Downloads" heading. Under "Choose where to save", what is the full folder path shown there (if you wish or need to change it to a new location click on the change button then choose the new location of your choice)?
Secondly, you can also choose to be prompted to be asked what to do with each download (my choice) by turning that switch to on, this will not only give you the option to accept or cancel the download but will also allow you to choose were to save the downloaded file to, as in anywhere on the system (Save as), by clicking on the up arrow next to the save option (again, my choice).
Here are a couple of screenshots to illustrate:
With "Ask me what to do with each download" turned on this is what you will see at the bottom of the webpage when choosing to "Save as", (clicking/choosing "Save as" will open a File Explorer window to navigate to the save to location of your choice).
Also, in Edge you can check the download history and status (when using Edge for downloading) by selecting/clicking "Downloads" found under the hamburger icon dropdown menu (not under Settings) as well.

What size of hard drive is on your new laptop?
Windows 10 from version 1809 upwards treats the Downloads folder as a temporary storage location (as is should always have been)
If you run Dick Cleanup, the downloads folder will automatically be emptied
Open the Settings App (gear icon on your Start Menu)
Go to System - Storage, then click 'Change how we free up space automatically'
Is Storage Sense turned on . . .
Do you use any utility like CCleaner to keep your PC clean?

As addendum:
My C: drive is a 500 GB rated capacity drive with 325 GB free space available.
I have Storage Sense set to off (I use my own sense to control my storage spaces, but that's me, by choice, not for everyone).
My Downloads folder contains no Temp files (at least that remain/were not immediately removed (deleted) by any app or process that would have created such for temp use).
