My Contacts on my Hotmail account

When I had Windows 7pro I used a password to log on, I had to add 2 characters to the password once I installed Windows 10pro. In the process I lost my contacts in my Hotmail Account. How do I restore my contacts?

Your Hotmail/Outlook.com contacts should not be affected in any way by a change in Windows because they are kept online on Microsoft servers. Just log into https://outlook.live.com/people/ using your Microsoft username and password and they should be right where they always have been.
