To summarise my situation I performed a clean boot. When I opened up my PC it told me to enter my admin credentials as expected so I entered it, but the same message just popped up again. So I entered the password again which didn’t work. I then created another administrator account with a new password and entered that in. But it didn’t change anything. And so this is where I am no. In need of help.

May I verify if the second prompt is asking for the current Windows password like the attached image?
If yes, the second prompt is referring to the local account password. If the PC's local account does not have a password or there is no local user account, just click next without entering any password. It should let you through and finish the process.
Otherwise, enter the local account password to proceed.

These images are what pops up when I start my pc. The first one aks for the administrator credentials. When I enter them in the same pop up appears again. in other words the first pop up "require windows administrator credential" just pops up again after I enter in the right password.
The other image "PSW" is what pops up after I enter an incorrect password.
