Hi Nzmrl

My name is Andre Da Costa; an Independent Consultant, Windows Insider MVP and Windows & Devices for IT MVP. I'm here to help you with your problem.

Work arounds for this issue include copying it from another machine running Windows 10 1803 or older.

Also, checking for the latest updates using Windows Update is also said to fix it.

Another option is to run DISM and System File Checker:

Open Start, type: CMD
Right click CMD
Click Run as administrator

Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Also run the System File Checker utility:
Open Start, type: CMD
Right click CMD
Click Run as administrator

At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Restart your system

or

Restoring the default language.

Click Start > Settings > Time & language > Language
Choose the original language
Set it as the default

You mentioned you are still running Windows 10 1809, try upgrading to the newer Windows 10 1903 to see if it resolves this problem:

Go to the following page then click 'Update Now'
