msconfig is unable to set normal startup

there is a constant problem even right after the clean install of windows.. in msconfig window when i click on '' normal startup selection '' the apply button remains fade.. in other words the system is notable to start in a normal condition. sfc /scan and dsim commands used... no fix..

when i start in a safe mod the apply button works but restarting in a normal mod shows the same problem... should i perform this action in boot tab :

i installed bit defender total security on my system and it asked me to switch off auto login feature in windows after updates, right after accepting that offer i went to the safe mod and when i returned to the windows my password screen was locked and could not be fixed by any means.. i performed a clean install but the the problem which mentioned above is still there.. i do not know that bit defender is the cause or there is another reason. i was able to apply normal mod b4. any fix?

Hello, baktazjam

Welcome to Microsoft Community.

I’m sorry to hear that you are having trouble with msconfig. One common reason why msconfig is unable to set normal startup is that you have selected some options in the Advanced Troubleshooting Settings dialog box in msconfig. To use the normal startup option, you need to clear all of the check boxes in that dialog box, as indicated here: The Msconfig Startup Selection Reverts from Normal to Selective Startup - Microsoft Support

Let me know if you need further assistance.

Best regards

Yuhao Li

It looks like a bug and I have found some other users who have experienced similar issues. I've submitted feedback in Feedback Hub and suggest you vote for me, and anyone else who sees it: https://aka.ms/AAltn32. The more people who vote, the more attention this issue will get from the developers

I'm not sure if you said your previous clean reinstall retained your personal files or not, if it did, I would recommend reinstalling again without retaining any files and remembering to back up important files before reinstalling.

Chek the startup tab in the Task Manager. If something there is disabled, it will not return to a normal boot.

The check mark in the "make all boot settings permanent" looks a little strange also.

That feedback can only be seen if you sign in to Windows Feedback Hub with a Microsoft account, and you can't sign in with an account that has joined the Windows Insider Program, only with an account that has not joined. Is your account part of the Windows Insider Program? If so, try again with an account that you have not joined Windows Insider.

If you are using the Windows Insider Preview version, it is recommended to reinstall the official version to see if you will have the same problem. You can download the official version here: Software Download (microsoft.com)

Also, have you tried Saltgrass's suggestion?

its pretty strange that microsoft only pay attention to the feed back from the users of its insider program , then i must ask microsoft to finish the feed back option for all the users ( millions ) who do not use the insider... because its useless in the light of yr words.
insider has great cons than its pros.... i wa about to join it but when i read its rules i found it disgusting..and you guys plz fix win 10, every clean reinstall comes with corrupted files...there was no use to make win 11 with hell of bugs because it does not ve any major changes or upgrades... those things could be added in win 10 ... anyhow ver 22h2 and later has ruined the microsoft windows worldwide and damaged its fame v badly.. plz fix
