I'm Jerico T., one of the Independent Advisor and a fellow Windows 10 user like you. I understand that you're having some issues right now, let us sort things out.
Prior to the issue, have you made any recent changes on your computer? In the meantime, please perform the troubleshooting methods below and check if any of the methods will fix your concern.
Method 1: Update Driver
1. Open run box by pressing Windows Key + R and type devmgmt.msc then hit enter
2. Locate and expand Mice and other pointing devices
3. Right-click HID-compliant mouse and select Update driver
4. Select Search automatically for drivers
5. Wait for the process to complete, once completed, restart your computer and check if it resolves your issue.
Method 2: Roll-back driver
1. Open run box by pressing Windows Key + R and type devmgmt.msc then hit enter
2. Locate and expand Mice and other pointing devices
3. Right-click HID-compliant mouse and select Update driver
4. Select Browse my computer for drivers
5. Select Let me pick from a list of available drivers on my computer
6. Select any older driver from the list and click next
7. Wait for the process to complete, once completed, restart your computer and check if it resolves your issue.

I don't know how...

WowThat feature is definitely on my computer and causing a significant amount of trouble with an at home job!!
My leveno computer has never had the hovering happen. I didn't even know it was possible.
BUT my new HP gaming computer has repetitive ongoing frustrating issues with hovering right from the start. I cannot go across my screen without touching anything but have windows open for something I ran my touchpad over.
This is horrible for someone trying to do data input or needing to look up multiple items online and consistently get the wrong window to open on the way to one I wanted, which does not open.
I finally learned it is called hovering. I have followed many directions on how to stop the hovering, only to be told it is a windows 10 problem
No, as one computer has this and one does not.
This appears to be an HP problem or gaming problem
BUT I need it to stop forever, not just a day. It cannot activate anything unless I click on it. It seems possessed.
