I have upgraded from Windows 10 to 11 and now the Edit & Create button no longer exists in MS Photos. I have checked that Windows is fully updated and there is no reason I can see for it. The file is on my PC's drive and not One Drive. Any ideas how to fix as I am regretting this choice of updating Windows and refuse to update my other hardware.

I'll give you all fixes for the Photos app so something will work. Even if you've tried a step please do it over in order as one always works:
1) See if you can System Restore to a point before the problem started:

System Restore is your first line of defense and can take you back to a point before a problem began. If it doesn't help then you can undo it. Read about it first in the tutorial above and then try restoring to just before this started. If System Restore is not enabled on C drive do that now so it's available in the future.
If the problem repeats or System Restore doesn't work then check which Windows Updates were installed at Settings > Update & Security > Windows Updates > Update History, uninstall them there or System Restore again, then immediately check for and block the Updates with the Hide Updates tool explained here: https://www.droidwin.com/how-to-stop-only-a-spe...

3) Reset and re-register Photos app from all four options here:

4) If that fails then uninstall the App in Settings > Apps > Apps & Features, restart PC, restart PC, reinstall from Microsoft Store app > My Library
5) Check for App Updates in Microsoft Store > Library > Get Updates.
6) Establish a Clean Boot to see if that resolves it:

Hey Philly, I thought I had the same issue. On the same page when you press edit you can scroll down and you'll see an option that says "edit more" that should take you where you need to go. Hope this helps!

Looks like the app has gotten a design change. The "Draw" option is completely gone and so is "Edit with Paint 3D". Now it doesn't have any options like add simple text or add a shape, arrow etc., that used to be there before.
For me it only shows three options now in "Edit more":
- Add 3D effects
- Add animated text
- Create a video with music

I don't even have those options. The only way the original 'Edit and create' options come up is if you drag your photo into the video editor. You have to treat the photo like a video.

Hello. I tried every one of the fixes.........even let Microsoft support take control of my computer. Cannot fix the missing "edit and create" button that was in Photos........I uninstalled via powershell and reinstalled from the store; I reset and repaired from advanced options in settings. does anyone know of an way to get the "old" photos app back?

It's just simply gone. Microsoft changed it and that is the way it is unfortunately.
