MigrationAbortedDueToPluginFailure - upgrade to 1809 always fails

I'm trying to upgrade my Windows 10 from 1803 to 1809.

Using setupdiag.exe this error gets reported consistently.

No one at MS is able to actually tell me what causes this error or how to fix it.
I've been told to disable Windows search (did that, didn't fix it), run the Windows Media Creation Tool to upgrade (didn't work), I've run the WSReset tool, I've verified that all appropriate services are running, I've removed the C:\$WINDOWS.~BT\ folder and still this error occurs.

MS support guy has now informed me that the only option is to wipe my machine and install Windows 10 anew and that's not something I am happy with, so I'm hoping someone else can help.

If you use Update Assistant, you get the same error?
You can upgrade your system using Windows Update Assistant. You have to download it from : https://go.microsoft.com/fwlink/?LinkID=799445 then run and follow on screen instructions.

Yes, using the Update Assistant I get the same error.

The last two suggestions from MS support were:

"Press Windows key + R, type services.msc, and hit Enter. 

Find the services listed below one-by-one and check their status. If any of them are disabled, click on them and select Start.

Windows Update

Background Intelligent Transfer Service

Server

Workstation

TCP/IP NetBIOS Helper

IKE and AuthIP IPsec Keying Modules


Then set Startup Type to Automatic and close Services window."

Please, find the below instructions to download the ISO file using Media Creation Tool:


1. Please run the MediaCreationTool1809

2. Accept the license terms.

3. Select create installation media.

4. Select language, architecture, and edition.

5. Select ISO file and click next.

6. Save the ISO file in Desktop.

7. ISO download will be started.


Please, follow the below instructions to perform update Windows:


1.Once the download is completed, in your desktop there will be a Windows ISO file.

2: Please click on that file.

3: There you need to click on "setup.exe"

4: You will get 2 options 1: Download updates 2: Not now. You need to click on "Not Now" and 'next'.

5:Your Windows update will start running.

6: Once it is completed your computer will restart multiple time, not to worry, once it gets restated completely your computer will get updated.

Neither of these helped, unfortunately.

I'm trying to upgrade to 1803 because I've been unable to get a successful cumulative update for some months now. However, just upgrading to 1809 seems impossible at the moment.

Are you Apps updated?
Also, have you tried to perform a disk cleanup?

1. Open "File Explorer"
2. Click on "This PC"
3. Right click on "C:"
4. Click on "Proprieties"
5. Click on "Clean-up disk"
6. Click on "Clean up system files"
7. Select every option in the list, but not "Download"
8. Click on "OK"

After that open Microsoft Store and check for update.

What do you mean by "Are you Apps updated"? What apps are you referring to?


I haven't tried the disk cleanup - you're the first to suggest that so I will try that when I get home. I'll let you know the results!

I'm referring to all the app linked to your Microsoft account , downloadable from Microsoft Store (such as Mail, Calendar, Microsoft Store, Xbox app, etc.).
The error is related to an impossibility to migrate your apps data, that's why I ask you if you ever checked for Apps update.

Hi Stefano,

The only App Store app I have is Office - the app store is configured to automatically update.
Weirdly, even though I have Office installed, through the Windows Store it doesn't show as installed (the buttons next to each product says "Install"). So I installed it via the Windows Store.

I then ran the upgrade procedure again and it failed with exactly the same error.

You should have at least some Default Apps like Microsoft Photos or similar.
If you check for updates, you don't get anything?

It said I had apps but they weren't installed. The store is set to automatically check for updates and I couldn't see any that required them.
