Microsoft Store App Non-Functional

EDIT: Also noticing several - but not all - downloaded/installed apps won't open right now. Blender, Windows Media Player, and Paint just throw an error whenever I try to open them.

The Microsoft Store App on my Win11 desktop is currently non-functional; it's as if the app itself is not installed, and every time I click on the icon, it seems to try and download, but then nothing happens.

I've checked running services, and the 'Store Install Service' is running:

I've uninstalled and re-installed the store via Powershell, and that did not fix the issue.

I've run sfc /scannow and dism /online /cleanup-image /restorehealth commands to rectify the issue (my usual go-tos) but this has not solved the problem.

Terminating the app, restoring, and resetting through Settings > Apps had no effect.

running wsreset.exe simply results in this:

I've downloaded the XBox App again and attempted to force the store to reinstall that way, to no avail.

Windows is up-to-date, and my location/date and time settings are correct

That's the most recent build of the OS windows update will give me. Not sure if there's anything newer, I'd have to check my laptop to see if they matched.

Please download the Store appx installer from my temporary download link here:

Save it to a folder named C:\Apps.

After downloading it, open admin PowerShell and run:

Add-ProvisionedAppPackage -online -PackagePath "C:\Apps\Microsoft.WindowsStore_22405.1401.5.0_neutral_~_8wekyb3d8bbwe.Msixbundle" -skiplicense

and

Add-AppxPackage -Path "C:\Apps\Microsoft.WindowsStore_22405.1401.5.0_neutral_~_8wekyb3d8bbwe.Msixbundle"

This is the output, and it's basically what I've been seeing all along. It looks like it successfully installs, but when I open it from the start menu, the only indication of activity is a progress bar for a second or so, and then nothing.

This may have to do with the WindowsApps folder permissions since other store apps also fail to work.

Please see if a repair installation using the ISO helps.

Download Windows 11 Media Creation Tool (MCT) from this link:
https://go.microsoft.com/fwlink/?linkid=2156295 (MCT)

Run MCT and download the ISO.

Mount the ISO and run setup.exe.

(Your files, settings and applications will be preserved if you use the correct ISO recommended for your system by the Media Creation Tool.)
