Microsoft Photos: Unable to open files (error -2147219195)

See this error prompt below? It pops up on both my recently updated devices (Windows 10 1709->1803) whenever I try to open an image file with Microsoft Photos. 
And yes, I've used various means to try to fix Windows Store and Microsoft Photos, from the built-in 'Troubleshoot Windows Store Apps' feature to uninstalling then reinstalling Microsoft Photos specifically to 'sfc /scannow' and 'dsim' shell utilities. To no avail.

Any clue how to fix this mess?

You have exhausted all the common troubleshooting options. The best thing to do is a repair upgrade, since it seems some system files are broken or corrupt:

A repair upgrade for single UWP Windows 10App  malfunctioning? I think the answer 'Windows 10 1803 is still work in progress, better wait for the official release and/or the next cumulative patch' would still have been more reasonable.

Sorry but this is a shockingly disproportionate suggestion.

I think you are in the mind set of repair upgrades being like those from the Windows 2000 Professional era where they are more risky.

If you prefer waiting out for the .5 cumulative update, you can do that as another option. You can also install a third party viewer such as Irfanview to see if you can open and view your photos.

But what you are seeing, I have suggested repair upgrades for and though it seems like overkill, it "has worked".

Okay. I will consider this option if no patch is released to address the issue. It's just funny how the same issue occurred to both my Windows devices after upgrading from 1709 to 1804. To me this suggests a very targeted issue involving mostly Photos components.

I have the same issue. Exhausted all repair options.

Before I do a repair upgrade, which I assume will function similarly to factory state repair, I'm considering using Infranview, as MS Photos is a bloated software that amazingly managed to take up to 30% performance on my CPU (i5 8600k) which I found to be a little to much.

Is the corrupted file likely to cause trouble in other programs? I use a lot of visual software.

Is it a bearable choice to abandon solving this issue with MS Photos for now and just use different software for now?

I think a simple update of MS Photos from the MS Store fixed it. In case you have other issues that  a reinstall anyway, I would suggest doing an in-place upgrade from the Media Creation Tool available from the Windows support website. It bests all alternatives I've known so far if you already have Windows 10 installed as fixes all issues related to system files while leaving the non-system files (i.e. user files, including preferences, programs and documents) untouched.
