Microsoft Photos Not Opening

Hello, I currently have windows 10, and I've never had an issue with any Microsoft apps until recently I tried launching my photos on my PC and the app would not open, it would pop up but also close by itself and my photos wouldn't even show up in the start menu anymore either. I've been googling every solution and none of them work. i did the following:

  • checked for updates

  • repaired/reset

  • reinstalled/installed

  • powershell command

  • custom windows installation media

  • contacted miscrosoft via live chat

and none of them seemed to work, every time i try to open an image or view a video on my PC it says file system error and a bunch of random numbers. I don't really know if this is my PC having issues or is this a Microsoft issue, and maybe their apps are broken/bugged but I would really like to have access to my photos/videos again. is anybody else going through this too? does Microsoft know about this error? are they gonna fix it?

Please provide some more details to help identify what is causing this problem. Are you using a laptop or a desktop? Which is the full model of your computer/laptop or motherboard? Are you trying to open photos and videos stored on your computer or on an external drive?

-Attach a screenshot of the System Information Page:
1-Right-click on Start then click on Run
2-Type: msinfo32 and click on Ok

-Attach a screenshot of the error message that you are receiving.

The device i'm having the issue with is on my desktop, it's a windows 10 pro benq gw2262 and yes i'm trying to open microsoft photos and videos on my computer. here's the message that pops up:

The error "File system error -2147219196" is usually caused by hard disk corruption, bad sectors, or damaged system files.

The first thing that you need to check is if there are any problems with your hard drive. You can use a tool called SeaTools to check the health of your hard drive and scan it for errors.

Benq gw2262 is a monitor.

Anyway, the developing issue that is affecting many Intel Core 2 CPU systems has nothing to do with corrupted hard drives. Disk scans show no errors.

This new problem predominately affects Intel Core 2 CPU systems. Microsoft's official stance is it doesn't support Intel Core 2 CPUs going forward (with Windows 10 2H22 and never has with Windows 11).

Windows 10 Pro 64 bit edition, Version 22H2 (OS Build 19045.3930), with no pending Windows updates, exhibits this issue on a PC here using the following app versions (information provided by Event Viewer). The affected PC is using an Intel Core 2 Quad CPU.

Microsoft Store app updates are performed (in the background, daily, unless the updates are disabled in Microsoft Store) independently of Windows Updates.

Windows upgrade (otherwise known as in place reinstall) didn't fix the issue.

DISM /Online /Cleanup-Image /ScanHealth didn't help.

sfc /scannow didn't find anything wrong.

Uninstalling and reinstalling apps didn't fix anything.

Repairing apps didn't fix anything.

Resetting apps didn't fix anything.

Windows Store Apps troubleshooter didn't fix anything,

Using PowerShell to reinstall/obtain, and register packages didn't fix anything.

Deleting and reinstalling the Microsoft Store app didn't fix anything, of course.

Creating a new local user account and signing into it doesn't change anything.

Disabling antivirus and my firewall, of course, doesn't fix anything.

Affected account is an administrator account.

CONCRT140_APP.dll is part of Visual C++ (affects Paint 3D and Voice Recorder apps).

Installing Visual C++ 2015 -2022 redistributables (both x86 and x64) does not fix the problem with Paint 3D and Voice Recorder.

KERNELBASE.dll is part of (installed with) Windows (affects Calculator, Photos, Feedback Hub, and Calendar apps).

DISM and SFC didn't find anything exciting, and I performed an in-place Windows 10 upgrade, which also didn't fix anything with respect to

KERNELBASE.dll .

All systems don't report pending Windows Updates (that aren't previews) or problems with DISM or SFC.

Visual C++ 2015-2022 (x86 and x84) is installed.

It's possible that a change has been made that now requires a CPU that supports SSE4.2 in order to run the latest version of these apps.

The problem is caused by Microsoft.VCLibs.140.00_14.0.33321.0_x64__8wekyb3d8bbwe, and a new Microsoft Visual C++ UWP Runtime Package will resolve this Intel SSE4.2 bug that was introduced in Visual C++ on 64-bit Windows. Everyone just needs to wait for Microsoft to deploy the fix.
