Hi Dan,

Run the Deployment Image Servicing and Management (DISM) tool and check. This tool will try to fix the corrupt operating system files.

  • Open an elevated command prompt. To do this, on the start screen type cmd, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
  • Type the following commands. Press Enter after each command.

             DISM.exe /Online /Cleanup-image /Scanhealth

             DISM.exe /Online /Cleanup-image /Restorehealth

  • Close the command prompt then check if it fixes the issue.

Try this and check if you can create a new user account.

Hi,

  1. Are you able to login to the same account using web browser?
  2. What is the exact error message?

I suggest you to reset the Microsoft account password once and check if it helps.
