Use System File Checker to repair damaged/corrupted Windows files
Use the System File Checker tool to repair damaged Windows files. To do this, follow these steps:
- Right click on the start menu and select command prompt (Admin).
- Run the "sfc /scannow" command.
- Try to install update again.
For more information about the System File Checker tool, view Use the System File Checker tool to repair missing or corrupted system files.

Hi Dan,
Run the Deployment Image Servicing and Management (DISM) tool and check. This tool will try to fix the corrupt operating system files.
- Open an elevated command prompt. To do this, on the start screen type cmd, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
- Type the following commands. Press Enter after each command.
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
- Close the command prompt then check if it fixes the issue.
Try this and check if you can create a new user account.

There are spaces before /. I am highlighting with bold letters for your convenience.
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth

- Are you able to login to the same account using web browser?
- What is the exact error message?
I suggest you to reset the Microsoft account password once and check if it helps.
