Micosoft 10 Password Box Doesn't Show Up When Trying to Login

Whenever I turn o my computer the moment I try to eneter my password, nothing shows up, all I see is my lockscreen background until the 30 sec timer ticks down and im back to the lock screen. The only way that I have been able to find a temporary fix is to click "restart" and restart my computer. What's funny though is that I've found that that is the only fix. If I clic "shut down" it still won't work, only "restart". All of the answes to this problem have said to click "change user" and click CTRL + ALT + DEL however my screen is blank when I try to login, lke their is no "change user" button. I can't even click CTRL + ALT + DEL. I'm not sure what version of Windows I have to determine if that is the problem but something is clearly wrong with this installation. I really don't want to do a reinstallation incase I accidently break soemthing. 

Also, another thing I've noticed is that my PIN disappeared. When I complete my "temporary" fix, it doesn't make me neter my PIN but my actual password and whenever I try to make another one, it loads but then nothing shows up. No error messages show up either so I'm not sure why the PIN is screwed up too.

I've tried to look up solutions but all of these either don't work, or just say to wait for an update, however the posts were from 2015 and on an older installation, at least I'm assuming it was seeing that I don't actually know what my windows 10 version is, and no updates are available so again I'm assuming I have the latest version. Any help in this matter would help, thanks. I really don't want to have to restart my computer every time I want to login.

I haven't tried this yet, but just to make sure, is this something I have to do everytime I log on or is this going to permanently reset my settings so that it will work everytime?

So I entered safe mode, my password box was able to come up just fine, but that's usually the case anytime I manually restart my PC. However the problem I was having with my PIN is still there. I'd click "add pin" and a pop up would say "verify account" so I enter my password and then nothing happens. So both problems are, as far as I know, still present after safe mode was enabled.

We suggest that you reset your device. Resetting lets you choose whether to keep your files or remove them, and then reinstalls Windows. To get started, go to Settings > Update & security > Reset this PC > Get started and choose an option.

Note: If you can't open Settings, you can get to reset by restarting your PC from the sign-in screen. Press the Windows logo key Windows logo key  + L to get to the sign-in screen, then hold the Shift key down while you select Power  > Restart in the lower-right corner of the screen. After your PC restarts, select Troubleshoot > Reset this PC.

I have reset the PC, when it finished it worked fine and turned on and I was able to get passed everything fine. However, since it was late, I went to bed, and this morning it wouldn't let me get passed the login screen again! But instead of not showing the password box, it just shows a blue screen with a loading screen. I let it run for about an hour, still loading. I read that unplugging USB plugs can solve that issue but it doesn't, it just sits there and loads.

UPDATE: The loading has finally decided to start and says "30% complete" not sure what took it so long but whatever, I'll update you if it still works.

So the password problem has gone away but I still can't seem to get a PIN, which honestly isn't that big of a deal to me, but yeah everything else is working fine thank you.
