Lumia 520 - install an app offline without Store

I have an old Lumia 520 phone (Windows 8.1 Cyan) lying around and want to use it as a Media Center. How can I do that?

* I've reset the phone recently. I can't connect to the store as Microsoft shut it down? How can I download and install the app?

* There's no file manager app in the phone. I transferred Lumia Play to XAP file to the SD card, but can't access it on the phone. How do I install offline apps?

If nothing can't be done about the phone, what else can I use it for? I guess I can use it as a camera, a music player, and a GPS with Maps.

You cannot install offline apps/xap files without connection to the store. Honestly, you can't use the phone for much any more, I personally wouldn't bother with it.

After a reset on an 8.1 phone you can not add an account or use the store.
