Lock screen Keyboard

I keep getting this keyboard shoved in my face every time I turn on or wake my pc from sleep. I know it's definitely not the onscreen keyboard. Can someone please help me fix it?

1-Click on Start > Type Services and hit enter.
2-Search for "Touch screen keyboard and handwriting panel"
3-Double click on it > Change the startup setting from "Automatic" to "Disabled".
4-Click OK and check to see if it would appear or not.
