Line in taskbar under open programs

When I first upgraded to Windows 10, the colored line under open programs appeared in the task bar. Some time ago, however, those lines disappeared. I have several programs pinned to my task bar, so now I have to click on each program to see if it is open or not, as the line does not appear.

Those lines, however, do appear when I re-size the taskbar by enlarging it.ImageI checked my screen resolution and it is the correct, recommended one.

I would like to inform you that the lines that you see under the apps in the Task bar is very normal. The lines appears only when the apps are  opened either on the desktop or the background as an indication that the apps are still running.

Actually, my concern is that those lines are not visible under open apps. I have to hover/open the apps to see whether or not the apps are open. The picture I posted earlier indicated that those lines were visible only when I enlarged the taskbar, but are not visible under open apps in normal taskbar size.

Ok - I know this is an old thread, but I had the same problem, and I found a solution.  Short answer - It's not a Windows 10 issue.  The problem is with the settings on your monitor/TV.  It's cutting off a few pixels at the bottom of the screen.  To fix it, find the auto-adjust setting under the picture menu on your monitor/TV settings and run it while your PC screen is displayed.  This should fix the problem by adjusting the screen so all pixels are visible.  Hope this helps someone.
