What about the Repeat key setting?
Windows uses two main settings to control key repeat behavior: the Repeat Delay (how long you must hold a key down before it starts repeating) and the Repeat Rate (how quickly the key repeats once it starts).
How to check:
Open the Control Panel and search for Keyboard settings.
Adjust the slider for Repeat Delay to a shorter setting and test if the key now repeats as expected.
Press Windows+R keys on the keyboard, or Right-click Start on the Taskbar and choose Run.
Type regedit.exe
Press Enter.
Go to
HKEY_CURRENT_USER\Control Panel\Keyboard
Look at the entries for KeyboardDelay and KeyboardSpeed.
