Was this the first time you run across the issue since Windows 11 24H2? There are lot of issues reported(Windows 11 24H2 update kb5044284 fails on reboot at 40%, error - Microsoft Community) with installing updates.

Enabling AMD SVM did fix the issue for me 🎉. Not sure if this issue is a stand alone issue or is the same issue with the previous Tuesday patches.

Replying to this thread, since I've had the same issue for a couple of days. Also tried SFC, DISM as well as the "Fix problems using Windows Update" option. Nothing seemed to work.
Removing/disabling Windows Sandbox fixed the issue for me. Found the solution when I stumbled across this post in my search for an answer (about a different update though):
