kb4517211 fails to install (Windows Update and offline download)

Currently running Win 10 x64 v1903 (18362.356) and Windows Update shows the download for latest fixes in KB4517211.
Downloads fine and starts to install, gets to around 45% then jumps to 100% with the error: [2019-09 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4517211) -Error 0x800f081f]

So I tried the offline version downloaded from the Microsoft Update Catalogue but that just says at the end: [The following updates were not installed: Update for Windows (KB4517211)]

Have tried the sfc /scannow repair but no problems found as well as cleaning the Windows Update cache.

P3: Windows::Rtl::SystemImplementation::DirectFileSystemProvider::SysCreateFile

Event Name: CbsPackageServicingFailure2

Try this:
Open Command Prompt
run as Administrator
type fsutil resource setautoreset true c:\

you will get a message that it was successful. This appears to have worked so far.....no more errors or problem reports regarding this issue.....Thank you again for trying.

The update has now gone from optional for forced but still the same 0x800f081f error.
Tried the options suggested but already had .net 3.5 installed but forced anyway but sadly still not working.
