KB4489899 Break USB devices and doesn't shutdown.

All of the USB devices that connected to my computer (mouse, keyboard, WIFI adapter) stopped working when KB4489899 update is installed.  I had to use PS2 keyboard to be able to access the computer.  However the computer doesn't shutdown normally anymore.  The screen will go back after being commanded to shutdown.  However it PC doesn't go off.

Please help as my PC is completely unusable right now.  I can't get anymore update without WIFI.

Hi Patricia,

I uninstall the antivirus on my system.  Update windows to the latest (KB4493509).  After all of the update, I start plugging the USB devices back on.  The mouse is working however the WIFI adapter still not.  It actually BlueScreen the system after a while.  The driver for the WIFI adapter is the realtek update from Microsoft.

Is there a new driver update for this soon?

It a custom intel-I7 based PC that I built 5 years ago.  The USB WIFI adapter that I use is AC-1200Mbps Dual Band Wireless USB Adapter.  I have been using stock windows driver for this without issue in the past. This adapter has been working up until this update is released.

Also, I had installed the driver from the manufacturer.  However, it seems that Window picks its own driver when I plug in the device and doesn't let me install a different driver as shown the attached image.

I know that there is NO WIFI driver on the mother board.  That's why I have been using USB WIFI adapter for the last 5 years.

Also two more times that windows restart randomly while I was browsing the web to find a solution for my problem.  The stop code for this is as followed;

 - APC Index Mismatch

 - Memory Management
