Understanding your problem, the java/shimeji-ee program cannot be opened
Check Java Installation
Make sure Java is installed correctly and is the latest version. Please download and install the latest Java Runtime If it is already installed, try reinstalling it.
Trying to re-download and reconfigure the JDK will ensure that your Java environment is complete and set up correctly.
Checking Java's Environment Variables
Ensure that Java's environment variables are set correctly:
Open System Properties (right-click this computer > Properties > Advanced System Settings > Environment Variables).
Look for the PATH entry in the system variables and make sure it contains the path to the bin directory of the Java installation directory. For example: C:\Program Files\Java\jre1.8.0_231\bin.

Try creating a new local account, which can help troubleshoot issues related to user profiles.
Press Win + I to open Settings.
Click on “Accounts”.
Select “Family and other users”.
Click “Add another user”.
Select “I don't have this person's login information”.
Then select “Add a user who doesn't have a Microsoft account”.
Enter your user name and password to create a local account.
Set it to Administrator, log out of the current account and log in to the newly created account to test it.
Viewing the Event Viewer
Check the system log in the Windows Event Viewer to see if there are any relevant error entries.
