I have been trying to delete Riot Client from my Laptop using windows 10 and it won't let me delete it and says the action can't be completed because the folder or a file in it is open in another program. So I tried deleting the files in the folder separately and it still came up with the same thing. So I looked into it and it says it could be because of a hidden file and I believe it's the RiotClientFoundation.dll but I don't know if it's safe for me to delete it or not. Would I be able to delete this?

It is safe to delete RiotClientFoundation.dll, that is a file associated to the game, not a system file.
However, deleting files is not the best way to uninstall an app, because that will leave registry keys in your registry.
What happens if you open the Settings App, then go to Apps and Features and try to delete the Riot Client form there?

It says I have to uninstall any riot games that are installed but when I go to uninstall the games it says it can't uninstall because riot client is still running. What should I do?

Click your Start Button, then just type services and press Enter.
In the resulting list of services, find the Riot Client service, double click it and stop that service, then set its Startup type to Disabled.
Restart your PC and check if you can then uninstall the games.
