I have a 6-month old desktop running Windows 11. I do not want to purchase Word or Excel. I've ran into a problem trying to download information from the Calif. Public Utilities Commission that's in an Excel format. Is there anyway to download a read-only copy or see the needed information contained in the document? I get a message trying to sign me up for annual subscription of Microsoft 365 when I try to download the file. I have Word and Excel on my old Windows 7 desktop but I don't have it connected to the internet. Thanks for any information you can provide. Janis

You can open file as read-only if there are desktop Office apps installed (not activated)
Other options
1.Try to upload Excel file in your OneDrive cloud storage:
https://onedrive.live.com/
After uploading the file, you can open it using Excel online.
Note: Office online has limited feature:

2.Sign-in up 1 month trial for Microsoft 365:

Hello Janis, this is Emily.
You don't have to pay for Word or Excel just to view a few files here and there. You can use the web version for free.
To do so, go to www.office.com, sign into your Microsoft account. On the left, click on the Excel icon. Then on the right, you should find the "upload" option you can click on. Feel free to upload it there so you can view it on the web browser. This is all free.
