It looks like a search\tool bar, I suggest you to check in installed programs list if there is any third party search\tool bar is there.
a. Right-click on Start Button.
b. Click on Control Panel.
c. Double-click Programs and features.
d. Go through the installed programs and check if there is any third party search\tool bar.
e. If yes, right-click on it and uninstall it.
f. Restart the computer and check if it helps.
