installing older photoshop elements

From your issue description I understand that, you are facing an issue installing the older version of Photoshop Elements.  

To assist you better I would appreciate if you could answer the following questions:

1)      Which version of Photoshop Elements you are trying to install?

2)      Do you get any error code?

Just to confirm, are you getting this error: This version of Photoshop Elements requires MS Internet Explorer 4.0 or higher to be installed?

Windows 8 comes with the Internet Explorer Version 10.

Refer to the link and check if the version of Photoshop Elements you using is compatible with Windows 8.

If it is not compatible, I would suggest you to try installing the Photoshop Elements in compatibility mode and check.
