Installer Error 1001

I cannot install software of any type whether it is a downloaded file or from a cd. The codes I receive are:

Error 1001 InstallUtilLib.dll

MSI install exception occured  error 1001

The dll error shows up most often. I haven't had much luck with trying to find a replacement dll. I have done registry cleanup with Norton 360. System File Checker didn't help. Thanks for suggestions.
