There is no utility that can do this either, any new user profile will always have access to any software that is installed if the software installer did not give the option to install only for the current user.
You can delete the shortcuts on the Desktop for the installed software, they are located in the Public Desktop, but not on the Start Menu, so it is not possible to block access to installed software.
