In place upgrade or clean install

I just did an inplace upgrade to get a 23H2 machine up to 24H2. I saw something there that has always made me question something. This happens whether you do an inplace upgrade or clean install.

Perhaps someone know the answer to this.

After starting the process, Windows always says checking for updates. Then it will restart and once again check for updates.

After the install process and you boot into it, if you go to Windows Update and check for updates there are always updates to be installed.

So, if during the initial install process Windows checked twice for updates, why didn't it get all the updates?

Windows performs multiple update checks during the installation process to make sure it catches any updates that may have been released between the initial check and when the installation finishes. However, it’s possible that new updates come out just before or even during the installation, which is why you might notice additional updates available after everything is set up.
