i5 4590. How do I keep it at 3.3 ghz?

Hi there. I recently got a new CPU, a i5 4590. The specs say it has a base clock speed of 3.3 ghz with up to 3.7 boost. In the screenshot below you can see the average temperatures, I'm only using a browser for things and the temp went up to 50 one time. I'm using a t20 coolermaster heatsink.

Here's more info and it says each core is operating at about 3.6-3.7. I'm wondering if it's overclocking on its own and that's why the heat is so unusual for what amounts to idling.

Please help. Is there a way to limit the clock speeds to 3.3ghz? Oh and my Power settings is on high performance.

You should be able to limit CPU usage by accessing the power options;
