I set a rule in Firewall to allow iTunes, but the diagnostic shows that it is NOT enabled

I'm unable to access the iTunes update server (desktop app and iPad update).
All other programs work properly. iTunes USED to work properly--can't remember any changes that coincided with the start of this problem.

Windows 7
HP Pavilion
Running Avira premium 2013.

I've done *everything* suggested in the various Apple pages, and the error code I get in the iTunes diagnostic seems to indicate that iTunes is being blocked by firewall software.

Problem is not affected by running iTunes as administrator or not.
I've turned Windows Firewall OFF--no change.
I've disabled, then deleted Avira. No change.
Whatever anti-virus was on the computer from HP has been uninstalled.

Here's the part that puzzles me:
I've deleted and re-entered the exception rule for itunes in Windows Firewall, but the iTunes diagnostic log shows that in spite of the rule being enabled in Firewall, "iTunes is NOT enabled in Windows Firewall."

1) Have you made any changes prior to the issue?

2) What is the error message that you receive?

3) Did you try to uninstall and reinstall iTunes?

 

Make sure you have followed these steps:

  1. From the Start menu, choose Control Panel.
  2. Click System and Security and click Windows Firewall.
    Note: in the Icons View of Control Panel, click Windows Firewall.
  3. Click "Allow a program or feature through Windows Firewall."
  4. In the "Allowed Programs and Features" window, choose Change Settings.
  5. Make sure that iTunes is checked for your network in use.
  6. If iTunes isn't listed, click "Allow another program", click Browse, and navigate to the iTunes program (Usually in Note: For 64-bit editions of Windows, navigate to .
  7. Select iTunes and click Open.
    Note:
    iTunes may also appear as "iTunes.exe."
  8. Click Add in the "Add a Program" window.
  9. Click OK in the Allowed Programs window.
  10. Close the Windows Firewall window.

--No.

--"unable to connect to iTunes update server" Also, "unable to connect to iOS update server"


3) Did you try to uninstall and reinstall iTunes?

 --No--unable to download iTunes--see above. It's being blocked--apparently by Windows Firewall.

--I've done this at least 5 times before posting here. The rules ARE definitely set to allow iTunes access to anything it wants to access.

--before posting here, I tried about 6 suggested fixes--everything that apple lists, from resetting hosts file to uninstalling antivirus software. The error code in the diagnostics log (-9808) indicates that software is blocking iTunes and iOS servers. The only software that I can find that might be blocking it is Windows Firewall.

--I have deleted all antivirus s/w--no change. iTunes network connectivity diagnostic log says that iTunes is NOT enabled in Windows Firewall. According to Windows Firewall, it IS enabled.

so, one of them is wrong, and I'm unable to download iTunes to reinstall.

I would have you run the fixit from the following link to uninstall iTunes completely from the computer so you may be able to re-install it.

 

Running the Fix it will remove files automatically from the registry as well.
