I have 16GB of DDR3 RAM why does the PC only EVER use a tiny fraction of that?

I have 16 GB of DDR3 RAM and I have the Virtual Memory menu set to automatically manage the paging file size for all of my drives, however every time I go in there to check it is always using the same amount.

It says the Total paging file size for all drives is:

Minimum allowed: 16 MB

Recommended: 1,300 MB

Currently allocated: 6,375 MB

Why is it always only using this much? I mean I know that with what I use my computer for it rarely gets above 12GB but why is it using such a small amount (and the exact amount every time it seems like).

I'm assuming I don't need to touch it but would there be a point in me doing so? Because I use a lot of RAM when I have tons of tabs open and whatnot.

Unless you are using memory intensive programs not much will be used

General browsing and Office type apps use very little ram

Yeah, but is watching blue rays playing video games or having many tabs open considered memory intensive?
