I can't install programs in Windows 10

I just found that I can't install programs in Windows 10. It was working fine. I looked online and found a few fixes that did not work. I changed the user accounts to full control. I tried running the program as administrator from the drop down list. I found a screen on Microsoft on how to fixit but I can't see how to get to the fix for Install or remove programs.

Open Windows Defender Security Center
Open App & browser control
Under Check apps and files, set it to Off

Try installing the app again.

If that does not work:

Open Start
Type: cmd
Right click CMD
Click Run as administrator

At the command prompt, type:
net user administrator /active:yes

Hit Enter

Close command prompt, restart, then try signing into the Administrator account.

Try running the file again.

Thanks for the reply. I tried the Defender fix, and it did not work. I tried the CMD fix and I get the following:

System error 5 has occurred.

Access denied

Do you have any other security software installed?

How long has this been happening?
Have you installed any new programs recently?

Try scanning your computer using the ESET Sysrescue offline scanner described in the following article:

I believe it started when I tried to install an update for Cyberlink PowerDVD 17. It hung during installation. I did not investigate further. I am wondering if something got damaged during that install. I just ran Kypersky full scan it did not find anything. I can try the ESET but I really believe I need a Microsoft repair tool for this. The one I found did not do anything after I selected the Did not find option on the programs installed drop down window. It just simply exited the application.

Well, you could always try a repair upgrade to see if it will restore functionality.
