Boot your PC in the Windows Recovery environment screen. Here's how to do it,
1. Press and Hold the shift key, while you select Power > Restart on the Sign in screen.
2. On the choose an option screen, select troubleshoot > Advanced Options > Select System restore.
You can also try the alternate method to boot your PC in the Windows Recovery environment screen.
1. Start your device and wait for the Windows logo (or the manufacturer's logo) to appear.
2. As soon as the Windows logo appears, press and hold the power button until the device shuts down.
3. Turn your device on again and repeat step 2.
4. Turn your device on a third time. Windows should display the Automatic Repair screen.
5. Select Advanced options.

Once you are in the recovery screen, select Troubleshoot > Advanced Options > Select System Restore.
You can also try other repair options like Startup Repair, Uninstall Updates (Quality updates) or boot your PC in safe mode.
