How to stop Windows 7 nonstop rebooting?

My computer with windows 7 keeps rebooting now even after having checked with anitmalware and norton.  After I loaded the files from Regback in windows/system32/config, it still changed back and rebooting.  Appears there is a virus or software somewhere keep change the files and registry back to what I had fixed with regback and antivirus to enter the reboot cycles.  What virus caused this and how to remove?  Thanks.
