Mouse movement is a really strange problem, especially after an update. Based on the information you provided; you have already tried many of the general troubleshooting steps. Here are some suggestions you might consider trying:
Try safe mode
Enter safe mode: This can help you determine if the problem is caused by a startup program or service.
You can refer to Microsoft's official startup settings documentation to enter safe mode, here is a link:

Select "Enable safe mode" and enter.
If the mouse no longer moves on its own in safe mode, the problem may be related to a startup program or service.
Change user accounts
Create a new user account: This can help you determine if the problem is related to the configuration of a specific user account.
To do so, right-click Start->Terminal/PowerShell/Command prompt (Admin), and enter the following commands:
net user user1 pass1 /add
net localgroup administrators user1 /add
(Replace "user1" and "pass1" with the username and password of the new user.)
After creating the user, reboot the computer, select the new user, and log in. See whether the issue persists.
Other suggestions
Try a different mouse pad to prevent the mouse from moving on its own or erroneously.
Final attempt
Try to use another empty hard drive as a test. You can try to disconnect the current hard drive and connect an empty hard drive to your computer and try to install the operating system cleanly to confirm whether the update has damaged the system files.

9. Select the option to delete all existing partitions.
