I would like Windows to start in the "tile" mode. That is, the one you get when pressing the "window" key.

Windows 10 will boot to Start Screen only if it is in Tablet Mode. Tablet mode makes Windows easier and more intuitive to use with touch on devices like 2-in-1s, or when you don't want to use a keyboard and mouse. Refer the article for more information.

If you don't want to set to Tablet mode, then try this:
In settings set Start to open Full Screen
Copy the following lines to Notepad:
Set WshShell = WScript.CreateObject("Wscript.Shell")
WshShell.SendKeys "{F3}"
Save as "startf3.vbs" or some other name.
Place the shortcut of the script in your Startup folder, which is located here:
C:\Users\<Your user name>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
When you login, desktop will be shown till everything is loaded, and then the script runs sends/simulates F3 key which opens the Start page. Not a clean solution, but it works.

Thanks Ramesh. That works like charm and the delay is quite acceptable.
However when I use Word, for example, when it closes I return to the desktop, not the Start Menu.
Is there registry tweak that will make the Start Menu the only screen I see.

There is no tweak for that as far as I know. I guess Tablet mode is the only option for now.
Click the Action Center button in the notifications area and enable "Tablet mode".

I completely missed that setting - getting too old to fool with this stuff:-)
In seems that in tablet mode everything has to run full screen. I guess I'm looking for a hybrid where I'm always in Tablet Mode but can change the size of running programs.

But it still beats DOS 1.0, which was my first PC OS:-)

The hybrid option existed in Windows 8/8.1, but that's removed in Windows 10.
I'll post back if I come across anything interesting.

I don't know which old version of Win10 you're using, but your instructions aren't valid for Win10 1607 (both steps 2 and 3 are useless now). There isn't even a Properties option any more when you right-click the taskbar - it's been replaced by a link to the Settings app.
What's the use of providing outdated info.?
