How to restore windows to factory without signing in on login screen

Tge only profile and account on my laptop is my brothers info. However he cannot remember the password nor the security questions. How do i remove this account or restore windows 10 to factory without signing in?

To reset Windows to the factory settings without login to Windows, please hold Shift on the login screen > Restart > On the Choose an option screen, click Troubleshoot > Reset your PC.

But it asks you to enter the user credentials. If you forgot the user password, I am afraid that the only option would be performing a clean install:

i disabled the administrative account hoping it will permit the system to come on withiout requesting for the password but now it still requested for the password and i cant acess ther system again. what should i do

I tried this but it asked for a Microsoft account recovery key. How do I get around this since I didn't have the logins for the previous ms account used to login
