I understand you're having issues removing devices in the Phone Link app. I'm here to help. You can remove devices by going to the Phone Link app, clicking the Settings (gear icon), selecting "Devices," finding the devices you'd like to remove, clicking the ellipsis (...) to open the menu, and then clicking "Remove."
Should you need further information please let me know.

It could be a current bug. However, have you tried resetting the Phone Link app? Is this issue persisting even after resetting the Phone Link app?

It could be by design; I'm also experiencing the same issue. As users, we have the option to provide suggestions or feedback for future updates. Would you like me to send feedback directly to the Microsoft development team through the Feedback Hub on your behalf instead?
Please let me know.

You can submit feedback and suggestions to the Microsoft development team using the Feedback Hub by pressing the Windows key + F key on your keyboard. However, if you can't find it in your system, it is possible that your PC is managed by a work or school organization.
I have submitted your feedback directly to the Microsoft team earlier. You can find the screenshot below of the submission.
