How to permanently remove AdChoices

AdChoices' ads keep popping up all the time towards the top of my screen page whenever I open the Edge browser of Windows10.  It is incredibly annoying and aggravating.  
It happens on my first screen, the MSN home page, and on ANY other screen that I open, no matter what my search is and whether I use Bing or Google.
-  AdChoices and Evidon, the company that creates AdChoices, offer no solution: they respond to nothing.
-  When I look at my Task Manager, I cannot identify any process related to AdChoices or Evidon and I have no idea under which other name they might hide their application.  
-  My Windows 10 settings are to block all pop-ups, which does not help at all.
Does any one have an idea on how to remove AdChoices permanently from a Surface Pro 4 tablet?

If you want to keep Malwarebytes as a free scanner change from the Trial version to Free Version in its Settings under Accounts.

But AdCHoices I believe works in webpages from cookies that are cached from sites. To keep these cookies cleaned out and have the least intrusion from interest ads, I would run Consumer Opt-Out here: http://www.networkadvertising.org/managing/opt_...
